Pavel N. Biriukov – doctor of legal sciences since 2001, professor – since 2007.

He was born on June 13, 1966 in Russia, Voronezh. Studied at Law Department of Voronezh State University and graduated in 1988. Completed his postgraduate studies at Foreign Public and International Law Department of Sverdlovsk Law Institute in 1991.

Candidate of Legal Sciences since 1991. Dissertation research on competition of a scientific degree of candidate of legal sciences – “Legal mechanism of realization in USSR of standards of the international humanitarian law” (research supervisor – doctor of legal sciences, Professor G. V. Ignatenko).

In 2001 he defended his thesis on competition of a scientific degree of doctor of legal sciences on a subject: “International law of criminal procedure and legal system of Russian Federation: theoretical problems” (specialty “12.00.10 – International law. European law.”) in Kazan State University. Degree of professor at Department of International and European Law in Voronezh State University awarded in 2007.

From 1991 till 1997 he worked at Voronezh State University as a lecturer in Public Law. From 1997 to 2004 – associate professor of Constitutional and International Law Department of VSU. From January 2004 to 2006 – Professor of Constitutional and International Law Department of VSU. Since 2006 – head of International and European Law Department in  Voronezh State University. On the initiative and direct participation of P. N. Biriukov at Law Department of VSU was opened an independent specialty – “International Law”.

Professor P. N. Biriukov – is a member of Russian International Law Association, member of Dissertation council D 212.038.04 at Voronezh State University, expert of Economic and Social Council of UN.

P. N. Biriukov in Russian science of International and European Law conducted for the first time complex research of modern problems of International Criminal Procedure Law and various aspects of its realization in Russian Criminal Trial. P. N. Biriukov proved existence of subsector of international law – the international criminal procedure law where general questions of criminal procedure of the states enter; limits of action of national criminal procedure law and immunities in sphere of criminal procedure; implementation by the state of a criminal jurisdiction; special questions of production on criminal cases; rendering legal aid on criminal cases; activity of international law enforcement agencies and organizations and their interaction with states. Disclosed the importance of international norms in activity of  Russian law enforcement agencies. P. N. Biriukov identified a new subject of Russian criminal trial – a representative of a law enforcement agency of a foreign state – and justified its status. P. N. Biriukov’s proposals on improvement of Russian legislation were the basis of Part Five of Criminal Procedure Code of Russian Federation.

P. N. Biriukov proposed a methodology for investigation of tax offenses with foreign element, certain types of crimes in sphere of drug trafficking, in sphere of ​​mobile communications. Pays great attention to approximation of general theory of law and international law.

P. N. Biriukov characterizes concepts of interaction of international and national law, operating in various states (Austria, Great Britain, Vietnam, Ireland, Spain, Italy, Monaco, China, Norway, Poland, Slovakia, Slovenia, the USA, Finland, France, Germany, Czech Republic, Switzerland, Sweden, etc.).

He investigates in detail various aspects of the law of European integration, activities of EU agencies for internal affairs (Europol, Eurojust, OLAF, Frontex), implementation of EU law in Member States. Based on the analysis of EU legislation on joint investigation teams the model of joint investigation teams for Russia, which is being actively discussed by the legislator and scientific community, is offered to them.

In P. N. Biriukov’s research papers issues of the international economic law are widely investigated. So, on the basis of the analysis of WTO law suggestions for improvement of Russian legislation were made; some of them were used by preparation for accession to WTO. Issues of currency regulation and currency control, international tourism, road and railway transport of freight and passengers are being actively studied.

Much attention in P. N. Biriukov’s research papers is paid to studying of foreign legislation. He studied 30 foreign countries legislation on criminal liability of legal entities, model norms for Russian Federation are proposed.

P. N. Biriukov investigates law enforcement agencies and criminal procedure of foreign states. He periodically publishes articles and compilations on a subject of police states in the world (polices of 40 states are described), prosecutor’s offices of the world (3 states), judicial systems (5 states).

P. N. Biriukov actively participates in writing textbooks on various disciplines – administrative law, currency law, international law, WTO law, intellectual property law, criminal procedure, financial law.

Basic directions of scientific researches – problems of the international and European law; various aspects of a ratio of international and municipal law; human rights in the international and national law; international cooperation in crime control; cooperation in the economic sphere; criminal procedure; financial law; constitutional law; WTO law; legal regulation of tourism, international transport, international civil process, intellectual property.

P. N. Biriukov is author of more than 320 scientific and educational works, including 10 monographs, 16 textbooks, 32 manuals.
